Tech still No Code (?)

The way I read this paragraph:

> "The FCC's new licensing plan means someone will be able to become a ham

The tech class is no code and you only need 5 WPM to upgrade from Tech to
General and Extra. As a VE, I'm expecting all this will be clarified when
we receive ARRL directions for exams starting April 15, 2000.
