Yes, I'm sure it's PSK-31, and the signal is too strong to be DX.
No, I'm not set up to do PSK-31 yet, not even monitor. Someday.
No, he does not identify in CW or other modes, that I noticed.
I also heard him on 7.050 and 7.030 or there abouts.

I have no problem with digi-folks on 7.040, I understand it's the DX
calling freq for that mode. I do have a problem when it QRM's a weak
signal QSO 1.5 Khz higher though. A S-9 CW station 5-600 Hz away is
no problem for me.

Oh well, guess we're just gonna have to move even higher up the band.
