I think anyone that can't get to a National Park for some serious
reason,should be given a dispensation to operate at a local park, totally
depending on our integrity as Hams to self decide as to the seriousness of the
reasons.And anyone dedicated this much to Ham radio as this young man deserves
to have all of us older Hams to keep a special watch for his call , I know I
will.
