Nope - it means that the FCC has rules that were created
in a effort to make it more diffcult to get an amp that
could be used in the 27 Mhz CB band. Since that rule
went into effect the "easily modified" has ranged from
the Heath SB-221 where you had to buy a kit to put it
on 10m - by adding parts - what most of the current amp
makers do - cut a wire or remove a screw that restricts
the band switch from switching to the "aux" or unmarked
10m position.
