Instead of moving down from 14.060, I suggest
moving up a little. In my experience, it isn't
unusual for 14.050 to 14.060 to be filled with
CW stations. (I suspect that its pretty busy
down to 040 as well, but I don't expect anyone
to tune more than 10 kHz off the QRP frequency
looking for other QRP stations)On the other
hand, the few kHz above 14.060 has much less
activity.
I suspect that there will always be a few RTTY
types intruding on the "accepted" cw portions,
just as there are a few cw stations intruding on
the "accepted" data portions.
