Adjusting a IC-706 Pwr. Out, Below 5 watts?

Does anyone know how to adjust the power of an IC-706 down to say a watt or
two? I called Icom and can I do this the reply was short, simple, sweet.
NO! Humm, wonder if they just do not wish you to do it or if you really
cannot.
