This is what Russa did for years.....or at least close to it. Only
get a "permit" type of license to operate a club station under
supervision until various goals were made.

There was speed, number of contacts, overall ability to sound like
a good operator.

I don't think many would stand still for that here!

But you can't really define "good operating". Just look at what is
said here on this list from time to time.

Some of the best contest operators in the world are bad mouthed here
because they go too fast! People who use bugs and have a good personal
swing are condemed because many have either lost or never had the
skills needed to copy hand sent CW.

Far too many, (IMHO), seem to think that CW should sound like it does
from a computer. But where are the complaints about the mis-spacing
or timing many of these programs do? How about the infamas (sp?)
Farnsworth method?? That doesn't meet the real difinition of CW,
does it?

How about some of the rigs that chop the first dit or dah of a
string so badly that it's not even fun to listen to? Why do we
still buy them?

And the list could go on and on.

The point is that there is no way to test that will satisfy everyone.
And there is no one "right" was to make CW!

Then to throw into the pot the idea of power plug standards really
gets me giggling!!

With no standards for CW, RS232, AT commands or marriage vows, lets
just have a single code test, sending and receiving, by hand, no
keyers, mills, computers and etc, of 25wpm. 5 letter code groups,
no guessing!
