Yes, it is subjective. Best to administer the test so the VEs don't know who
is sending the code. I think it's a great idea, however. I've recently
returned to CW and am amazed at the number of hamfisted operators out there.
Some are dang near impossible to understand--too much sloppiness. Characters
run together, extra dits, no spacing between words. It would be nice for
somebody to make certain that an operator can =SEND= code before licensing
them to use a key . . .
