It may be that you are comparing noise levels, and the 38S is quite
a bit quieter than your 900, I'd guess, since the 38S is all analog,
and the 900 is systhesized. The 38S may not hear as well also, but
shouldn't be worse by more than a few dB, based on my experience.

Also, make sure that you headphones are a good match for the output.
Mine wasn't hearing all that well (I thought) until I ran the headphones
sides in series instead of parallel. Boy what a difference. And then
I shorted out the resistor (R24) on the output of U5B and was amazed
at the difference that made.
