Have a look at Part 97.317 - input attenuators are specifically prohibited.
Those FCC guys were wise to us in 1978!! ;-)

Yeah, there is a thriving industry in CB amplifiers, even though they're
illegal. Heck, there's an even bigger industry in cocaine smuggling,
and the cocaine laws are enforced...
