Maybe a design could be drawn up that would include a 20 dB attenuator in
the front end. That would meet the letter of the law and would take a simple
modification to allow use with qrp gear. I am sure this has already been
done though. A visit to a truck stop will show there is a thriving industry
in amps that take qrp-level drive above 22 MHz.
I have had the opportunity to inspect the innards of several solid-state 11M
amps in the past and most were quite well built. I remember the Texas Star
units always looked pretty good .... surprisingly like circuits taken from
the Motorola RF databook! With an appropriate set of output filters, some of
these would make an excellent pair of boots for a qrp rig. Most use either
MRF454 or MRF455 devices, but some I tested would work quite well down to
3.5 MHz and others died at 14 MHz or so, depending on the maker and his
transformers. I didn't try any on 6M though. The better ones even bias the
transistors properly for AB operation!
