As I understand the rules, it's OK to sell amplifiers so long as they
are cut off from operation above 22 MHz.

....This to prevent CB operators from buying them (as if they can't find them
anyway...they buy crap, and we can't find anything decent)...

This same rule prevents companies from being able to (legally) sell 6m
amps or kits for them without type acceptance, which may cost thousands
of dollars to obtain. It's be OK if you were to sell 10,000 amps at a
profit of $50 each, but if you're gonna sell maybe 100 of them at $30
each, the $3,000 cost of getting type acceptance makes it infeasible.
