We received the official notice of the upcoming HAARP test at the observatory
friday and was contemplating whether or not to post the information.

It's a huge web site with all sorts of stuff, photos, etc.
HAARP (High Frequency Active Auroral Research Program) is a controversial
project claiming ionospheric research, but makes you wonder why their
eventual goal of 2+ Billion watts is needed for solely that ... and run
by the DoD? But this is not the forum for that.

today, he said the test was proposed by the several hams who work at the
HAARP project and was meant primarily to share it with the SWL/hamming
community. There are several government agencies involved in HAARP. I
hope everyone makes the attempt to hear the test and copy the 10wpm CW
message. It could be to our benefit if our government sees how many hams
are out there still capable of copying CW (they think it's dead, right?).
Such a testimonial COULD be to our benefit in these days of shrinking
spectrum for us CW ops. And besides, it's just something different and
fun and THEY WILL QSL. Something to hang on your wall next to your
FYBO Certificate! I can tell you from the viewpoint of someone who works
at one of our National Labs, when you do something that draws hundreds
or thousands of cards and letters, it leaves a lasting impression ...
right back to Congress. I think we could derive more lobbying impact
from this than HAARP will.

The test will be UTC 8 MAR 0430-0450 UTC on 6.99MHz and 0450-0500 UTC
on 3.4 MHz. That's March 7th 2330-2400 EST. CW carriers and messages.
