VHF Licences in Southern Ireland

     Dear All,
     
     I wonder if anyone can help me with a question from a friend who is
     due to visit Eire (Southern Ireland) soon?
     
     He has applied for an EI call and been told that he should use the
     standard format of EI/<own call> whilst there, however, part of the
     limitations are that portable and mobile operation is only allowed in
     "Primary Amateur Service Bands". Do the "Primary" bands in Eire
     include 50MHz, (6M), 70MHz (4M), 430MHz (70cm) and 1.3GHz (23cm)?
     Some of which are "Primary" in the UK (like parts of 6M) and others
     are "Secondary" in the UK, but "Primary" in other countries (Like
     parts of 430MHz and 1.3GHz).....
     
     Any help on what is a "primary" and "secondary" bands under normal EI
     licences would be useful information.
