Some months ago, I discussed this question with a colleague who
who is deeply involved in planning a European LEO satellite system.
The main conclusion was that the claims on the amateur 2 m and
70 cm bands seem to be US domestic issues, and the presently
forseen European satellites will use a completely different region of
the spectrum than the ham-bands for satellite-mobile communications.
