38S LOW OUTPUT

Is anyone else having problems getting output out of there 38? I'm
running a stock unit which I understand I should be able to get around 300mw
out of it. I'm only able to get approx 25-50mw, when it's properly tuned
up. That's
when I have a good looking scope waveform by adjusting TC2 correctly. If I
try
to get any more out, it starts putting out garbage. I've tried a new 2n3904
thinking mine might have low output. It didn't help.

Any idea's.
