Can you use some type of mast or stick to get the wire out and away from the
window?
I've done HF operations out of high-rise and other buildings (some with
balconies) where the only way out was down. In most cases, I used an auto-
or manual tuner right at the base of the antenna mast, with a counterpoise
radial. A small weight pulled the wire straight down (windy up there!) and
away from the dufus family below. Always tried to use 1/4 to 1/2 wavelength
at the lowest band used, the tuners always gave a match.
Can you drop a very long, thin wire (use stranded, appropriate color plastic)
out the window down to the ground and then (from the ground) throw it up over
the rooftop? Put a weight on the end to get it to pull taut over the rooftop.

What about those MFJ loops? Those cover 10-30 Mhz (continuous!) and I think
someone MFJ or AEA was coming out with a 7 Mhz and up loop? Has to be more
efficient that helicals and other short whips with L/C tuning/loading.
