UTC/GMT is Universal Coordinated Time. Now measured by an atomic clock. Us
moderns don't use the Sun. Time and Longitude are related, 15 Degrees of
longitude equal 1 hour. The 0 Degree point it the meridians of Greenwich,
England. The Time Zones being labeled plus (+) when West of Greenwich and
minus (-) when east of Greenwich. They are divided into 15 Degree going
East and West from Greenwich to 180 Degrees, the International Date Line.
Each zone extends 7.5 degrees each side of its central (15 Degree)
meridian. Not counting political shenanigans.

If you know your longitude, dividing by 15 will give the zone. You should
know which direction you are from Greenwich (think of London). The zones in
the US are: EST = -5, CST = -6, MST = -7, PST = -8. To find the UCT from
your time zone algebraical apply your zone description to your local time.
Using the 24 hour military system makes it a LOT easier. Daylight Saving
Time reduces the zone by 1 hour.

In either case, for example, if you are on the West Coast the Zone
Description is -8 and it is now 1700 (5:00PM). 17:00 - 8 = 0900 (9:00AM).
In other words for a minus(-) zone back up that many hours, for a plus(+)
zone add that many hours from your time zone.
