Hi Grover, to understand the principal involved, one should ask oneself
if salt water is a good groundplane. Is salt water laid out in resonant
lengths? Resonant radials may affect the feedpoint impedance but what
we are after is something better than lossy ground for the radiated RF
to bounce off of and the farther out from the antenna it ends, the
better. We are better off forgetting any mental image of a resonant
virtual other-half of the dipole.
