homebrew vs kit built

For those of you not blessed to be of the "true North strong
and semi-free", up here in Canada there are some legal implicatons
to the difference between "home-brew" and "kit built".............
Unless you have an "advanced" certificate, you cannot build
"home-brew" transmitters!......Kit built is OK, presumably because
they have been "engineered" and we won't be sending great gobs
of R.F. spurting into the atmosphere to interfere with the
commercial (read BIG $$$$$) interests.......... We can "home-brew"
receivers and any other peripherals, but nothing that actually
transmits......
