NorCal40 problems

Well I think I found the problem with my Norcal40. The 78L08
is actually a poorly marked 78L05 regulating to 5v.

I haven't found a 78L08 yet, but does it make sense that the
lower voltage supply would cause the alignment to be so skewed
that the sidetone would be blastingly loud?
